Description
The Environment Division is looking for an experienced individual to work collaboratively with other service areas responsible for program delivery to plan, design, administer and implement coordinated, cost effective and easy to use waste management systems that meet the goals and challenges identified in the City’s 2014 Waste Diversion Plan. This individual will evaluate existing operations and contracts to manage wastes generated by City operations and City facility visitors; establish corporate-wide waste management practices and policies, operational standards and contract requirements; and drive consistent implementation across the organization. This individual will also develop, implement and monitor strategies, programs and events to promote awareness and program participation; report program results and drive continuous program improvement.

PRIMARY RESPONSIBILITIES:

Under the direction of the Director, Environment, the successful candidate will work collaboratively to:

  • Implement coordinated, cost effective and easy to use waste management systems that meet the goals and challenges identified in the City’s 2014 Waste Diversion Plan.
  • Plan, design, and implement integrated corporate waste management systems to manage waste generated by City operations, visitors to City parks, facilities and properties, and on City roads.
  • Evaluate existing operations and contracts and make recommendations to improve cost effectiveness and overall program efficiency for the City.
  • Recruit, train and supervise summer students to perform waste audits of City owned facilities
  • Establish corporate-wide waste management practices and policies, operational standards and contract requirements and drive consistent implementation across the organization.
  • Develop, implement and monitor strategies, education and outreach programs and events to promote awareness and participation.
  • Develop key performance indicators and metrics.
  • Monitor, evaluate and report program effectiveness and improve program over the long term.
  • Provide technical oversight and guidance on contract awards, tenders, RFP’s and other procurement practices for solid waste programs and projects.
  • Recommend contract changes and assume contract responsibilities for new contracts as appropriate.
  • Oversee the work of consultants as required.
  • Research and track waste management industry developments and trends, including, but not limited to, leading practices, benchmarks, new service providers, market conditions, emerging and innovative technology, and programs in other jurisdictions.
  • Provide central contact for all corporate waste management practices and policies.
  • Respond to solid waste programs surveys and information requests from other municipalities, governmental agencies and educational institutions.
  • Project Lead for Corporate Waste Management working team.
  • Provide project management, including cost estimating, developing and monitoring work scope, budget and schedule.
  • Participate in relevant associations and working groups.
  • Assist director in preparing budget requests.
  • Research and prepare reports, correspondence, oral presentations for prospective community partners, client groups, internal management team and Council.
  • Performs other duties as assigned.
Requirements

JOB SPECIFICATIONS:

  • Graduation from a recognized university in waste management, environmental sciences, engineering or related field.
  • Minimum of seven (7) years or equivalent combination of education and experience in planning and implementing waste management programs, ideally with experience in municipal solid waste management, waste reduction, recycling, composting and disposal programs, technologies and / or  systems
  • Ability to build and maintain effective working relationships with co-workers, employees in other service areas responsible for waste management, internal and external customers (other City employees and the general public), council, regional partners and provincial groups.
  • Ability to work collaboratively within a team environment and with little supervision.
  • Ability to take on a leadership role and be proactive at resolving program or cross-departmental issues in a timely and effective manner.
  • Experience in project management.
  • Experience in designing, writing specifications for contracts and overall contract administration and management.
  • Strong interpersonal skills required including negotiation, organizational, analytical and problem solving skills.
  • Understanding of social marketing and techniques to affect behavioral change
  • Knowledge of solid waste audit procedures and waste reduction work plans in compliance with government regulations.
  • Knowledge of relevant Federal, Provincial and Regional environmental laws, regulations, standards, guidelines, including local, regional, national and environmental initiatives/trends/developments.
  • Excellent oral and written communication skills including strong presentation skills, report writing skills with the ability to liaise effectively with the public, elected officials and outside agencies.
  • Proven ability and proficiency using various computer applications such as Word, Excel, PowerPoint and MS Project.
  • Supervisory experience is an asset.
Salary & Benefits

Salary: (Effective April 1, 2014) $73,205 - $97,607 (Grade F)
