- Collaboration. Work closely with the Hiring Managers, HR Business Partners and Compensation Analysts, to ensure job descriptions and selection criteria are accurate, that approvals and evaluations are complete and that the job posting adheres to timing and quality standards;
- Strategic Sourcing. Maximize exposure through identification and utilization of effective sourcing methodologies such as job boards, social media, associations, market intelligence, and fostering relationships with employment partners and educational institutions, to attract both active and passive candidates, and create a talent pipeline for current and anticipated staffing requirements;
- Candidate Assessment. Uphold the integrity of the recruit process and ensure a fair and bias-free selection process taking into account corporate policy and legislative standards. Research, recommend, and develop assessment tools. Guide and influence for optimal hiring when challenges are presented.
- Recruitment Lead. Provide advice and guidance to hiring managers on issues pertaining to the recruit. Provide superior service to internal client groups as a value-added partner. Work with client groups to understand their business and recruitment needs. Conduct external market research to facilitate the recruitment of internal and external hires in order to assist in meeting strategic and business objectives. Work with each department to implement a hiring process that meets City and legislative standards.
- Trending & Analytics. Consult on best practices regarding sourcing candidates, selection, testing interviewing, job offer strategies and recruit process improvements. Conduct interviews with hiring managers and provide input and analysis on potential risks and recommendations on hiring decisions. Identify and flag potential risks and issues to Senior HR Advisor, Talent Acquisition, HR Business Partner, Compensation and Labour Relations regarding issues that may arise during the recruit process to avoid compensation inequity or grievances. Stay informed of trends and updates on internal policies and legislative standards that affect recruitment. Prepare regular reports to analyze, monitor, measure, and improve recruitment factors such as time-to-fill positions, identifying most effective recruitment sources, analyzing recruitment trends and challenges.
- Represent the City. Connect with the community through outreach initiatives (participate in job fairs, networking events) to promote awareness of the hiring processes and employment opportunities with the City. Respond to inquiries from staff, the public and external agencies regarding Corporate Staffing programs and processes. Work with external employment agencies. Partner in the promotion of employment branding. Serve as an ambassador, to promote the Corporation’s position as an Employer of Choice.
- Post-secondary degree or diploma with an emphasis on Human Resources, Psychology, Organizational Behaviour or related field (i.e. CHRP courses);
- 3-5 years of full-cycle recruiting experience in a Corporate environment, unionized, government environment an asset;
- Comprehensive understanding of employment legislation, including ESA, OHRC, AODA;
- Knowledge and experience in behavioural event interviewing and competency models, administration of assessments and tests, recruitment metrics, and “best practice” recruiting methods including social media, Applicant Tracking Systems, and non-traditional sourcing of candidates;
- Demonstrated analytical and problem solving, and ability to recommend solutions;
- Demonstrated ability to exercise significant discretion and sensitivity and to use consultative and relationship building skills with diverse client groups;
- Ability to build strong relationships with Hiring Managers and other Stakeholders;
- Is proactive, takes ownership of responsibilities and shows initiative;
- Ability to handle multiple tasks, manage own workload and meet deadlines with a strong attention to detail;
- Excellent communication skills (written and verbal) English language;
- Ability to work effectively in a team based environment;
- Proficient in computer use, i.e. Microsoft Office software, HRMS.
