SESSION 1 - THE CORPORATE GOVERNANCE OF MUNICIPALITIES: COUNCIL - THE BOARD OF DIRECTORS (9am – 10:30am)

Congratulations to the New Council – Now What? Putting it All Together!

Highlights Include (the Municipal Act):

  • Statutory Role of Municipal Council – Exercising Municipal Powers/Legal Status of Municipality
  • Role of the Head of Council
  • Role of Councillor (Rights and Responsibilities)
  • Role of Municipal Staff Procedural By-law Delegation of Authority

*Things that you likely will ask at one point or another (Legal):

  • Can you be personally liable if you vote on a matter?
  • Can you be sued for defamation for statements made in a council meeting?
  • When should I declare a conflict of interest?
  • As a Councillor do I have the right to speak on behalf of the municipality?
  • Can a member who has attended an in-camera meeting legally divulge what took place at that meeting after it is over?
