Strategic Asset Management Policy - Interactive Workshop

Description
This past December, the Province of Ontario filed O. Reg. 588/17: Asset Management Planning for Municipal Infrastructure under the Infrastructure for Jobs and Prosperity Act, 2015. The impact of this regulation on each municipality is unique and various adjustments will be required to how it thinks about its infrastructure

The MFOA has worked with KPMG to develop a Strategic Asset Management Policy Toolkit (Toolkit) to assist municipalities in the interpretation of the regulation and in meeting its first milestone: development and introduction of a Strategic Asset Management Policy (Policy) by July 1st, 2019.

To complement the Toolkit, MFOA and KPMG are also delivering a comprehensive two-part training to further assist municipalities. The webinar and workshop combination can help to streamline Policy advancement by enabling internal resources tasked with the Policy responsibility:

  2. ‘Strategic Asset Management Policy’ workshops

This workshop is a continuation of the ‘Strategic Asset Management Policy’ webinars held in Summer 2018.

The workshop will focus on building capacity and proficiency in using the Toolkit, and provide guidance and advice on engaging council, staff and stakeholders in the asset management process, crafting a Policy that supports community goals and objectives, and applying the Policy to achieve desired outcomes for the municipality.

What and how you will learn:
This workshop will provide attendees training on Strategic Asset Management Policies, the regulation, and how policies should be developed and used to drive positive outcomes. In addition, multiple breakout sessions will be held to provide attendees opportunities to apply their knowledge and jump start their municipality’s Policy development process by applying the Toolkit to their own organization.

Background discussions will include:

  • How the new regulation will impact municipalities and approaches to asset management.
  • What a Strategic Asset Management Policy is and what it is not.
  • What themes must be included in the Policy to be aligned with the regulation and best practices.
  • How to approach colleagues and council about the Policy. Deciding when and how to involve them in the development process.

Who should attend?
Local government staff who are tasked with leading the Policy development process within their organization. The person selected should be able to galvanize key people in the organization about finalizing the draft Policy they will have produced during the workshop. Guidance on identifying a policy champion can be found on page 17 of the Toolkit.

RECOMMENDATION
While not mandatory, it is recommended that workshop attendees participate in our overview webinar, entitled “The Strategic Asset Management Policy Toolkit and Ontario Regulation 588/17”, for a foundational overview on the background and context surrounding the regulations and the Toolkit, details on the Policy requirements, as well as insight on how your municipality can get started.

About Your Workshop Leaders:
Catherine Dallaire, KPMG’s Infrastructure Advisory practice, specializes in asset management and strategy. Based in Ottawa, she blends her education and experience in business and engineering with organizational behavior concepts to support clients in adopting new ways of operating to better meet organizational and business needs. She was also a primary author and facilitator supporting the development of the MFOA’s Strategic Asset Management Policy Toolkit. Donna Chiarelli, is a strategic thinker with 14 years professional experience in the municipal sector. Her last four years focused on strengthening asset management governance in Canadian municipalities through development of concept, design and implementation of the Federation of Canadian Municipalities Leadership in Asset Management Program
