- CAOs again cited rapid policy change and late consultation, but this year more openly questioned the rationale and execution of provincial policies.
Municipalities are questioning where their responsibilities end
- Financial sustainability remains a top concern as municipalities face growing pressure to fund and deliver services beyond their traditional role, including in areas like healthcare, homelessness, mental health, and substance use.
The 2026 municipal election is both an opportunity and a risk
- With several long-serving mayors not seeking re-election, the prospect of significant council turnover is creating uncertainty, particularly in a strong mayor environment. At the same time, many CAOs see thenew term as an opportunity to reset council dynamics and start better.
