One City: Our Voice Publication Celebrates City's People-First Culture

The City has released One City: Our Voice, its inaugural publication highlighting progress under the City's People Strategy and the 2022-2025 Human Resources Strategic Plan that is people-focused and community-driven.

"This report reflects the progress we've made and, more importantly, it shines a spotlight on the dedication of our 800-plus employees who are the foundation of everything we do," said Scott Hartman, Chief Administrative Officer. "It highlights how our One City culture drives our ability to serve 106,000 residents today and boldly prepares us for the 165,000 we expect in the future as a city on the move."

The release of One City: Our Voice follows the City being named one of B.C.'s Top 100 Employers for a second year in a row, a reflection of the City's commitment to fostering a progressive, supportive, and empowering workplace.

"At the heart of this achievement is a culture where employees feel valued, supported, and inspired to grow," said Michelle Lewis, Chief Human Resources Officer. "This recognition is a direct result of the passion and dedication our employees bring every day to serve our community. One City: Our Voice captures that story and reinforces our commitment to building a workplace where people thrive."

A Culture That Drives Service Excellence

The One City initiative and the Human Resources Strategic Plan focus on the following commitments:

  • Caring for, developing, and valuing our people
  • Fostering purpose, growth, and meaningful work
  • Creating a culture of belonging, service, and continuous learning
  • Delivering exceptional service

Since the plan's launch in 2022, the City has introduced new leadership development programs, strengthened equity and inclusion practices, enhanced internal communications, and created a workplace that empowers staff at all levels to lead, collaborate, and innovate.

Reflecting on this culture, the One City: Our Voice publication showcases stories of employees driving change, fostering cross-departmental collaboration, and demonstrating the meaningful impact of a shared commitment to public service.

"And most importantly, thank you to every City employee for your dedication to our community, and to those who shared their stories in this report. You are the heart of our organization, and this publication reflects your passion and the impact you make every day."

Sustaining a High-Performing Organization

One City: Our Voice aligns with Council's strategic priority of Governance and Corporate Excellence, emphasizing transparency, continuous improvement, and organizational resilience. It will be updated every two years, alongside an annual human resources report that tracks key performance indicators and measurable outcomes.
