Description
Duties and Responsibilities:

  • In accordance with municipal requirements, manages the provisions of the Property Standards By-law as they apply to the use and occupancy of any building or piece of land.
  • Enforces Municipal By-laws including the Administrative Monetary Penalties (AMPs) By-law.
  • In accordance with statutory requirements, performs the enforcement of Provincial Statutes and Regulations of the Ontario Building Code Act (OBC) and all other laws as they apply to buildings and structures.
  • Process building permits by receiving and verifying permit applications, interviewing applicants, distributing applications for approval, reviewing plans for compliance with OBC and Regulations relevant to municipal by-laws and issue permits.
  • Responds to telephone, email, written and counter inquiries from the general public, developers, agencies and other levels of Government pertaining to such development matters as the processing of subdivisions, condominiums and amendments to and variances from Municipal planning regulations.
  • Ensures that all relevant inspections, orders, or notices are executed as they relate to permits issued or regulations violated.
  • Attends meetings, prepares reports, and maintains records as required.
  • Ensures confidentiality of all information in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  • Responsible for adhering to the Municipal Code of Conduct, Occupational Health & Safety Act and all Municipal policies.
  • Responsible for enforcement of Municipal By-laws as they relate to building.
  • Investigates and resolves requests and concerns from taxpayers to ensure the necessary action is taken in a timely manner.
  • Performs the duties of the Provincial Offenses Officer up to and including representing the Municipality for prosecution and the preparation of court documents.
  • Performs site visits as required.
  • Prepares regular and specific reports and provides recommendations regarding By-law Enforcement to the Chief Building Official for information and discussion.  Acts as a resource person to the Chief Building Official with respect to By-law Enforcement related matters, as required.
  • Provides general information regarding zoning and planning documents.
  • Prepares and maintains daily and monthly inspection and building permit reports, records and statistics.
  • Participates in special projects where required.
  • Produces and maintains any forms, records, or reports as required.
  • Attends training courses and seminars as necessary to remain current.
  • Responsible for adhering to the Occupational Health and Safety Act and Municipal Health and Safety Policy.
Requirements

Qualifications:

  • Post-Secondary education in Architectural or Civil Engineering Technology or related work experience.
  • Minimum Certification by the Ministry of Housing under the regulations for the following categories: house, plumbing house or plumbing all buildings, HVAC, small buildings and general legal/processes.
  • Certification by the Ministry of Housing under the following regulations would be an asset: building structural, building services, and large buildings.
  • Certified Building Code Official (CBCO) is an asset.
  • On-site Sewage System BCIN (Building Code Identification Number) qualification is an asset.
  • Experience with By-law Enforcement is an asset.
  • Knowledge of The Building Code Act, Municipal By-laws, The Provincial Offences Act.
  • Minimum of two years’ experience in enforcement of the Ontario Building Code is preferred.
  • Minimum three years’ experience in building construction field is preferred.
  • Minimum of one-year experience as a Municipal Law Enforcement Officer is preferred.
  • Ontario Association of Property Standards Officer Basic Certification is preferred.
  • Must have, and maintain, a valid class “G” driver’s license with a clean driver abstract.

  • Skilled in resolving contentious issues appropriately and effectively.
Salary & Benefits

$36.47 - $42.91 per hour
