Position Summary

Reporting to the Manager, Policy, the Planner II is responsible for the handling and delivery of studies and projects related to the development, monitoring and implementation of the Official Plan for the City.

Key Duties and Responsibilities

  • Design and manage studies and projects related to the City’s Official Plan
  • Research best practices and trends in land use planning and prepare policy recommendations, and/or Official Plan amendments
  • Develop research and monitoring methods to gauge effectiveness of official plan policies and related implementation tools and recommend improvements where necessary
  • Coordinate and facilitate internal and external working groups/workshops, agency and public consultation meetings as necessary, and incorporate feedback into study materials
  • Execute necessary public consultation process and stakeholder engagement, respond to inquiries, and incorporate feedback into reports and recommendations
  • Prepare and present information to internal and external stakeholders, including Council and Committees of Council as required
  • Prepare staff reports, briefing notes, correspondence, and custom data report
  • Review and analyze development applications for compliance with Official Plan policies
  • Respond to or participate in initiatives led by the Provincial, Regional, and local governments that affect land use planning
  • Attend meetings, represent the City's interests, and make recommendations to senior staff and management as appropriate
  • Support Clerks in the preparation of records that are required to be forwarded to the Ontario Land Tribunal
  • Prepare materials and evidence for hearing events, and the resolution of appeals as directed
  • Update City records regarding status of appeals, hearing events, and outcomes related to matters before the Ontario Land Tribunal
  • Attend OLT hearing events, as requested.
  • Provide policy planning information to stakeholders as requested via phone, email, or in person
  • Maintain knowledge of the City's processes in order to respond effectively to enquiries
Requirements

Education and Experience

  • Degree in Urban Planning or related discipline
  • Must be eligible for candidate membership with the Ontario Professional Planners Institute (OPPI) to work towards RPP designation
  • Full membership (RPP) in Ontario Professional Planner Institute (OPPI) and Canadian Institute of Planners (MCIP) is considered an asset
  • Project management certification is an asset
  • 4 years experience in land use planning

Required Skills/Knowledge

  • Comprehensive knowledge of the Ontario Planning Act, Provincial Plans, and other related legislation
  • Proficiency in computer skills (word processing, data management, and presentation/publishing software); some proficiency with design and GIS software is an asset
  • Knowledge regarding the practical application of planning legislation, provincial planning documents, regional and local planning documents, and the role of regulatory tools
  • Knowledge of planning policy research and analysis, formulation and implementation
  • Effective time and project management skills to handle competing priorities with varying deadlines
  • Excellent report writing and presentation preparation and delivery skills
  • Ability to work independently and on a team
  • Some mentoring and coaching skills
  • Demonstrates good judgment and makes sound decisions
