Description
The 911 Coordinator is responsible for the day-to-day operations of the Lloydminster Operational Communications Centre (LOCC).  Provide dispatch and other communication support services for situations involving police, fire, and public safety departments.   

Duties

  • Provide leadership and direction to staff that effectively ensures the efficient, timely and continuous operation of the emergency dispatch centre.    
  • Review and participate in the work of staff responsible for processing emergency, non-emergency and administrative calls for the RCMP, Lloydminster Fire Department and the Public Safety Peace Department. 
  • Ensure work quality is in accordance to the standards and policies set by the Alberta 911 Provincial standards, RCMP and the City of the Lloydminster.
  • Maintains continuous reviews and auditing of calls to ensure the Provincial 911 standards are in compliance, as well as policies and standards for the City of Lloydminster and the RCMP. 
  • Maintain proper staffing levels of the centre and complete scheduling and approve/monitor leave requests.   
  • Responsible for staff development including planning, coordinating and implementing all training, and develops and revises workbooks and instructional materials associated with the standards and policies in place. 
  • Conducts new hire departmental orientation and is responsible for preparing and distributing new hire packages and training syllabus.  
  • Ensures the operational readiness of equipment related to the 911 emergency telephone system, radio systems and the departments computer aided dispatch systems (CAD) for the RCMP and the City of Lloydminster.   Make minor repairs to communication systems, analyzes problems and makes referrals to appropriate sources of service.
  • Assist dispatchers with difficult and complex calls and dispatches; serves as the technical expert over complaint taking and dispatching operations, conducts quality assurance reviews of calls and dispatches; and operates a telephone and radio console to respond to a variety of emergency and non-emergency services.
  • Conduct queries and data maintenance for Canadian Police Information Centre (CPIC), Police Reporting Occurrence System (PROS) and Computer Integrated Information Dispatch System (CIIDS).
  • Assist with the research and reporting as directed by RCMP Admin Manager.

Other related duties as required. 

Requirements

The successful candidate will have the following qualifications:

  • 2-4 years of progressively responsible communications dispatching experience in a comparable public safety dispatching centre is an asset.  Previous RCMP telecommunications experience is desired. 
  • Additional education such as a certificate in Emergency Communications and Response would be considered an asset.  
  • Minimum of two years supervisor experience in a union environment is preferred. 
  • Knowledge of a 24-hour emergency communication centre including familiarity with public safety functions and concerns and of the public safety communication’s environment, demands, requirements and related laws and regulations. 
  • Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
  • Understand RCMP policies and procedures including criminal code, federal and provincial statues, municipal bylaws, and the Canadian legal system and court documents.  
  • Proficient computer skills using PROS, CPIC, CIIDS, and ROSS networks.
  • Strong communication skills; the ability to maintain professionalism and converse in-person and through written correspondence with all levels of staff, RCMP, stakeholders and the general public.
  • Exceptional time-management skills with the ability to manage competing priorities while maintaining accuracy.
  • Ability to work independently and effectively with a team. Must be able to multitask, be flexible, well organized.  
  • Must possess or be able to obtain an RCMP issued Enhanced Reliability Security Clearance.
