Description
This is a permanent full-time position working thirty-five (35) hours per week within the Health and Safety Branch of the Human Resources Department. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.

 

Working under the direction of the Manager, Health and Safety, the Transportation Safety Compliance Officer is responsible for supporting the Municipality in ensuring the safe operation of municipal vehicles.  As the designated Transportation Safety Compliance Officer for the Municipality, this position will lead the ongoing development and execution of the Municipality’s Transportation Safety Program which includes but not limited to conducting internal audits and investigations, as well as supporting external audits or investigations. As part of the Health and Safety team, this position will support the development of the Municipality’s overarching Health and Safety Management System.

 

Primary responsibilities of the position include:

 

Guidance: Provide on-site support, field inspections and training to ensure the effective execution of the Municipality’s Transportation Safety Program with direct involvement in daily operations and overall program administration. Facilitate awareness and compliance with regulations, policies, practices, and procedures, as well as, industry standards and best practices. Develop and maintain relationships with all operational stakeholders including Public Works, Environmental Services, Fleet, Transit, and Regional Emergency Services.

 

Program Development: Develop and execute the Municipality’s Transportation Safety Program in accordance with the Canadian National Safety Code (NSC) and Alberta Traffic Safety Act.  Contribute to the ongoing development and validation of job competencies. Maintain and monitor driving abstracts for municipal drivers and commercial vehicle operators and monitor the safety fitness of municipal vehicles and equipment. Support the development of the Municipality’s comprehensive incident management program, provide detailed investigation reports and monthly statistical reporting related to transportation safety. Support the management of the Municipality’s Automated Vehicle Location (AVL) programs, including the development and execution of protocols.

 

Service Delivery: Conduct field inspections of operators and equipment in service and investigate complaints from members of the public. Support supervisors with competency assessments. Perform internal audits of the Fleet Maintenance Program in accordance with the NSC and Alberta Transportation. Develop and deliver transportation safety training material and courses, including NSC, Hours of Service, Pre-Trip Inspections, Weights and Measures, and Cargo Securement. Review accident file contents and ensure reporting requirements are met. Coordinate external commercial vehicle safety inspections as required. Ensure testing of drivers and operators is conducted in accordance to legislation and Municipal policies and procedures.

 

 

Requirements
  • Certificate in Safety, Transportation, Logistics, or Fleet Management is required.
  • Certified Transportation Safety Professional designation or equivalent is required.
  • Five (5) years of experience in the commercial transportation industry, preferably within a safety officer, regulatory, or enforcement capacity is required.
  • Three (3) years of leadership experience is preferred.
  • Level II Collision Investigation Certification is preferred, Level III Advanced Collision Analysis Certification is considered an asset.
  • Defensive Driving and Professional Driving Improvement Training Instructor Certifications are considered assets.
  • An equivalent combination of education and experience may be considered.
  • Experience working in a public sector environment with unionized and non-unionized employees is considered an asset.
  • A valid Alberta Class Five (5) driver’s licence is required.

 

You will possess the following:

  • Expert knowledge and demonstrated experience in enforcing the National Safety Code regulations and Alberta Traffic Safety Act.
  • Intermediary knowledge of a wide range of fleet and equipment common to municipal operations including parks, roads, environmental services, commercial fleet, transit, and regional emergency service vehicles.
  • Demonstrated proficiency in leading accident investigation procedures.
  • High degree of familiarity with best practices related to the safe operations and maintenance of commercial vehicles.
  • Comfort with AVL systems, including the development of associated protocols.
  • Intermediary knowledge of job instruction training methods and the ability to deliver individual and group training.
  • Collaborative approach with ability to establish and maintain strong working relationships.
  • Ability to lead and influence, as well as enforce compliance in a proactive and respectful manner.
  • A high proficiency in Microsoft Office programs (Word, Excel, PowerPoint, and Outlook).
  • Strong communication skills, both verbally and written, and the ability to accurately record information.
  • Ability to listen effectively, clarify information as needed, and convey information in a clear and concise manner.
  • Willing and able to provide a Criminal Record Check for review and acceptance.
  • Must be able to respond to emergency situations outside of regular business hours as required, hours of work may vary based on operational need.
