Supervisor, Enforcement Services

Full Time Permanent

 

Reporting to the Manager of Protective Services, this role helps to ensure the overall operation of enforcement and bylaw services to meet or exceed community standards and ensure public safety and confidence. This position is responsible for the day-to-day operational duties performed by Peace Officers; responds to and investigates complaints; assists in prosecution, bylaw enforcement matters, and emergency situations within the County jurisdiction.

 

Responsibilities:

Supervises, directs and recommends changes for department activities and/or programs. 

  • Responsible for the day-to-day operations and supervision of direct reports.
  • Ensure all direct reports have up-to-date training.
  • Reviews existing bylaws and recommends changes to Sr. Manager, Community & Corporate Services.
  • Prepares Request for Decisions for council meetings. Prepares monthly activity reports. Develops and updates policies and procedures for the Enforcement Services department.
  • Monitors and controls dog licenses as required by County bylaws and Provincial statute.
  • Responsible for overall activities of Enforcement Services, including external partner agreements, general enforcement, special or time sensitive projects, providing superior customer service.
  • Ensures Enforcement Services is operating within the legislative requirements and operational guidelines of Alberta Justice and Solicitor General Public Security Peace Officer Program.
  • As a working supervisor, aids staff with bylaw enforcement and security of County assets.

 

Provides input into Enforcement Services budget. 

  • Prepares, recommends, monitors and controls the annual Enforcement Services operating budget
  • Makes recommendations based on analysis of enforcement trends with anticipation of emerging enforcement initiatives that may affect budget planning and forecasting
  • Prepares and recommends a short and long term capital equipment plan.

 

Responsible for all aspects of Enforcement Services staffing including personnel evaluations. 

  • Assist with the recruitment and selection of staff.
  • Decide appropriate performance standards.
  • Conduct staff performance evaluations including disciplinary action and dismissal.
  • Complete Work Plan & Review goals with staff.
  • Authorizes all timesheets, expense forms, holidays, leave and overtime of Enforcement Services staff.

 

 

Oversee the operation of Enforcement. 

  • Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Lac La Biche County.
  • Monitors enforcement/investigative activities and ongoing communication with staff.

 

Liaises and negotiates with other municipalities, community groups, and private and government agencies on enforcement services. 

  • Develops, recommends and monitors agreements with other municipalities, relating to enforcement services and the animal shelter and inter-agency training.
  • Develops and maintains positive working relationships with other municipalities and inter-agencies.

 

Other duties as assigned by the Manager. 

  • Coordinates special projects for Enforcement Services.
  • Supervises care and control of County equipment under the control of Enforcement Services.
  • Handles day-to-day general inquiries by ratepayers, internal and external partners and the public.
  • As a working supervisor, aids staff with bylaw enforcement and security of County assets.
Requirements

Qualifications:

  • Completion of Grade 12 Diploma;
  • Diploma in Law Enforcement, Security or Criminology from a Post-secondary Institute preferred.
  • Successful completion of an approved physical abilities test for uniformed enforcement roles.
  • Eligible for appointment with the Alberta Solicitor General. Suitable training course to be able to achieve an appointment as a Community Peace Officer 1 Public Security Peace Officer Program.
  • Two (2) years of applicable Law Enforcement experience;
  • Two (2) years of supervisory experience;
  • Ability to interpret and enforce Municipal Bylaws and Provincial Statutes;
  • Knowledge of technical tools and effective investigative skills.
  • Effective written, presentation and oral communication skills.
  • Well-developed Public Relations skills.
  • Skilled in exercising good tact, sound judgment and firmness in dealing with difficult situations and with public.
  • Ability to use computer programs including Microsoft office suite.
  • The successful candidate must submit a Driver’s Abstract, Criminal Record Check and Medical Assessment that meets with the satisfaction of the County

  • Requires discretion in all matters

 

Physical Requirements

 

Must be able to perform the physical demands of the job, including frequent walking and standing, and occasionally running, reaching, bending, crouching, holding and gripping. Incumbent will work both indoors and outdoors, throughout the service area, including operating vehicles.

While working as a Supervisor, the physical demands of the job will include those typical of an office environment, where the employee is required to sit for prolonged periods of time and to use a computer.

 

Salary & Benefits

Salary range is $80,017.60 to $103,563.20 annually
