- Reviews and analyzes planning applications, e.g. Site Plan control, Plan of Subdivision, Committee of Adjustment, Zoning by-law Amendments, etc., to ensure compliance with corporate, provincial and industry standards and appropriate design criteria from a transportation planning perspective.
- Prepares, reviews, analyzes and formulates comments on Transportation Impact Studies
- Review and provide written comments on signal warrants, queuing, signal operations, pavement markings and signs for existing and proposed access and intersections as it relates to developments
- Provide detailed terms of reference for external traffic impact studies
- Ensures that development proposals can accommodate parking and loading by coordinating their requirements during the development review process
- Conducts and analyzes various studies including, sight distances, capacity analysis, collision analysis and storage requirements to identify the necessary road infrastructure
- Conducts site visits or field investigations to develop recommendations regarding safety and efficiency improvements on roads and development sites
- Prepares in-house traffic impact studies as required
- Provides transportation input into the preparation of the Capital Budget, various Capital Works projects, Roadway Programming, Intersection Improvements and Sidewalk Construction programs as required
- Provides written comments with respect to traffic generation, access location/ design, traffic controls devices and prepares traffic engineering comments while coordinating with Town departments and other outside agencies
- Assists the Manager in preparing the Transportation Master Plan with a focus on Active Transportation and Transit Feasibility Study
- Researches and prepares written correspondence and reports to Committee, Council, Councillors, Planning Consultants, Engineering Consultants and the general public
- Prepares written correspondence on behalf of the Transportation Services Division in response to circulated planning applications, development proposals and Committee of Adjustment applications
- liaises with internal staff and external agencies in the preparation of transportation comments and attend public meetings pertaining to development applications and the Town projects
- Administers public procurements and contracts for traffic projects and new devices, such as roundabouts, as per the Town’s purchasing policy
- Be responsible to work in compliance with the Occupational Health and Safety Act and Regulations, the Town of Caledon Policies and Procedures, as well as established industry guidelines
- Training and knowledge in the above, normally acquired from a in Civil Engineering with direct focus in Transportation Engineering or a three-year diploma in Transportation Engineering Technology
- Professional Engineering (P.Eng) in Ontario designation or Certified Engineering Technologist (C.E.T.) designation
- Minimum years related experience in Traffic Engineering, Transportation Planning and Traffic Impact Studies
- Extensive Experience Working with computer applications related to transportation planning and highway/intersection capacity analysis such as: Syncho/SIMTraffic, VISSIM, AIMSUN, HCS and ARCADY
- Thorough understanding of the municipal planning process, engineering standards and field-related resource materials such as ITE, HCM, OTM, and TAC manuals
- Excellent verbal and written communication skills
- Superior interpersonal skills including the ability to work effectively in a team environment
- Demonstrated ability to make decisions involving
- Demonstrated knowledge legislation, guidelines and technical data
- Demonstrated ability to exercise significant discretion and sensitivity
- Computer proficiency in MS Office (Word, Excel, Outlook) and knowledge of
- Valid driver’s licence with no more than 3 demerit points and daily access to a vehicle
